
2007 General Rules and Regulations
It is the responsibility of all drivers, car owners, & CREWS to know the rules
FINANCIAL RESPONSIBILITY - Participants of Wayne County Speedway are not employees of Wayne County Speedway and are independent contractors and shall assume and take responsibility for all charges, premiums, and taxes, if any, payable on funds they receive for their participation in any event at Wayne County Speedway.
REGISTRATION AND DRIVERS PACKET - All drivers must fill out and sign a driver’s registration form and have it turned into the pit office for a drivers ID card before you can participate in any event. This is a once a season requirement. Late Model, Modified, Pure Stock & Sprint Divisions require the use of a transponder for automatic timing & scoring. Transponders may be purchased, or may be rented on a weekly basis.
SIGN-IN - No driver or crewmember may enter the pits or race until he or she has personally signed all releases, registrations and entry forms. No person will be permitted at any time to sign the release sheet for anyone other than him/herself.
PILL DRAW - All drivers must pull their own pills during the time of check in at the pit office.
AGE LIMIT - Any driver less than 18 years of age MUST have a minor’s release signed by a parent or legal guardian and must be notarized unless signed in front of WCS personnel. All signatures must be WITNESSED. ALL drivers of all divisions must be 16 years of age and hold a valid driver’s license to participate in any event. Anyone who permits or allows someone under the age of 16 in a racecar will be barred for ONE year and fined $500.
PIT REGULATIONS
AGE - All persons must be able to print and sign his or her own name on the required waiver to enter the pit area. Minimum age for entrance to pit area is 14 years. Those underage entrants must have a signed release.
DRUGS AND ALCOHOL - Drinking of alcoholic beverages or the use of any type of stimulating or tranquilizing drug is strictly prohibited. State Law prohibits the possession of an opened container of beer or intoxicating liquor on Wayne County Speedway premises.
COOLERS - No alcoholic beverages or glass containers allowed in the pit area at any time. Coolers will not exceed 14” and Wayne County Speedway security personnel will check the contents at the gate. Please be cooperative with allowing them to check any coolers inside your vehicle. (See refusal rights) State Law prohibits the possession of an opened container of beer or intoxicating liquor on Wayne County Speedway premises.
PETS - No pets allowed in the pit area.
DUMPING - Anyone caught dumping, or if it can be proven that they have dumped, anything that is environmentally unsafe, such as oil, will be barred for ONE year, will incur a fine of $500, will lose all winnings and points for the season and will be responsible for the cost of any environmental clean-up.
OPEN FLAMES - No open fires or open flame grills allowed in the entire pit area as per the Ohio State Fire Marshall.
REFUSAL RIGHTS - The promoter or their duly authorized representatives may refuse to accept entry of any car, driver, or spectator.
DRIVER RESPONSIBILITY FOR CREW - At all events, the driver must assume responsibility for the actions of his/her pit crew in every respect. The driver or owner shall be the sole spokesperson for his/her car.
PROFESSIONAL CONDUCT - No participant shall subject any official to abusive or improper language/actions at any time. Drivers and owners will conduct themselves as professionals. A car, driver or owner can be disqualified at any time. Driver misconduct will result in a $500.00 fine regardless of who is at fault. Driver and car will not race until fines are paid. Owners/drivers are responsible for crew’s actions. A car, driver or owner can be disqualified at any time. Speeding in pits will not be tolerated.
NEW DRIVERS - New drivers may be required to start at the rear of an event for at least 3 races unless it is agreed upon by race officials and owners of WCS that he/she is ready to drive as a regular participant. If you are new to a division but have raced other divisions, you may have to start at the rear for at least 1 race or until it is agreed upon by race officials and the owners of WCS that you are ready to drive as a regular participant.
DIMENSIONAL PROTESTS - Any visual car dimension protest must be made at the drivers’ meeting prior to the start of the event.
AFTER RACE PROTESTS - Any after-race protest, which shall only pertain to misconduct of any participant or any crew member during the race, or to any discrepancy in scoring, shall be made within ten (10) minutes after the finish is called or posted for that particular race. Ten minutes arbitration time is allotted for protest. Parties that may be present are limited to driver, one car owner, and Wayne County Speedway officials. The presence of any other person shall void and cancel the protest.
WINNINGS - Winnings must be picked up at the pit office on race day or they may be forfeited. The driver must present his/her driver’s card to receive the winnings. There are no exceptions. Please pick up your winnings promptly.
TIME LIMITS - Allotted times for races are as follows; 10 minutes for heats, 15 minutes B mains and 25 minutes for the A-Main. If time curfew becomes a problem, laps may be cut from certain races at the promoter’s discretion.
CHAMPIONSHIPS - During the season championship features, the top ten in the point’s race will be guaranteed a spot in the feature if not earned through the heat races. If for any reason a top-ten driver is unable to compete, all places will move up one position.
CAR RULES FOR ALL DIVISIONS
CONDITION AND APPEARANCE - All cars must be in good operational condition, presentable in appearance and in general safe condition. All racecars are subject to judgment of the inspection officials. No wings or tunnels of any type permitted under the car.
NUMBER APPEARANCE - Car numbers must be a minimum of 18” high on the car doors and roof. Do not use reflective colors. Do not spray paint numbers on. Duplicate numbers are permitted, but track officials are not responsible for scoring errors due to duplicate numbers. Drivers are responsible for making sure that the numbers are legible for scorekeeping.
DRIVER SAFETY - All drivers must wear an approved fire suit that is in good condition, an approved full-face helmet, and racing approved fire gloves. A fully charged and easily accessible fire extinguisher is required.
BELTS - All cars must have a safety belt harness consisting of a lap belt, two shoulder belts and crotch strap. Belts and crotch strap must be in a safe and acceptable racing condition.
BRAKES - Four wheel operating brakes are mandatory.
ROLL BARS - 4 point roll bars are mandatory for all races in all divisions.
NOTE - Any car, which is determined to be unsafe, for any reason, by Track Officials, will not be allowed to participate in any event at Wayne County Speedway until modifications are made
MUFFLERS - Mufflers are required on all cars - 100 decibels maximum.
ELECTRONICS - No radios or other communication devices are permitted. No “in-cockpit driver controlled” electronic devices of any kind permitted. No computer controlled devices of any kind permitted.
PASSENGERS - No one shall be allowed to ride on or in the car as a passenger on the track or in the pits, at any time.
HOT LAPS - Hot laps begin at approximately 4:00pm. There will be one set of hot laps for everyone, provided that you are there for your time to hot lap. No one will be allowed more than one set of hot laps unless first determined by the promoter. The number of laps per session will be determined by the amount of time, and the number of cars allotted. Hot laps will be shortened or cancelled at the discretion of the promoter. Some division qualifying may be inserted into the hot laps.
LINE UPS & DRAW - All drivers must draw their own pills at the time of check in at the pit shack for heat race or qualifying positions. Pill draws will stop 15 minutes (approximately 3:45pm) before warm-ups begin. If you arrive after this you will be added to the rear of a heat race. Track personnel will perform the computerized draw. In the event of a computer malfunction, manual draws will be performed.
The number of cars entered in that division will determine the number of heat races. To qualify for the A-Main you must qualify through your heat races or B-Mains. The number of cars qualifying for the A-Main through their heat races will be determined by the number of cars entered in that division.
A dice will be rolled (in the main grandstands, by a fan) to determine the A-Main inversion. This roll will apply to all divisions for that night.
The owner/promoter reserves the right to change any and all rules it deems necessary for fair and safe competition.
TRACK PROCEDURES
PUSH-OFF - You are allowed only one push off per race. If you require a second push off you go to the tail. After drivers have been called to line up for the feature everyone must be in line for push off by the time the first car gets pushed off.
JUDGMENT CALLS - Corner Officials, Scorers, and Flagmen will make all on track racing Judgment Calls. Final decision is to be made by the Head Flagman ONLY. Any stopping on the track to dispute calls will result in a black flag and driver will be asked to leave. Car/ Cars that cause the yellow flag to come out are sent to tail, everyone else gets their positions back.
YELLOW FLAG - If you stop on the racetrack you go to the tail. Once you have been shoved off you cannot delay the start. If you do, you must go to the tail. During yellow, no working on the car on the track is allowed at any time - subject to disqualification - and no crewmembers are allowed to return after lap has been scored. If you run over debris on the track and it becomes hooked to your car and officials consider it dangerous you will be stopped and given back your spot. No other work allowed on car other than fixing debris. If bring out 2 yellows you will be disqualified. More than 2 yellows or reds will also disqualify you. During the A-Mains, 3 yellows/reds will be tolerated.
RED FLAG - On red Flag, if you go to the pits you go to the tail. The red Flag work area will be determined at the drivers meeting. If any tire is changed on red you go to the tail. You must not hold up the restart or you will be moved to the tail.
GREEN FLAG - The green flag constitutes the start of a race and no alternates will be added. You must take the green in the heat to receive your line-up in the B or A-Mains.
LINING UP FOR RESTARTS - A complete lap is considered completed when the all cars still in competition cross the start/finish line. Form a single line, nose to tail and do not race. Officials will correct the lineup when they receive it from the scorers. Remember that scorers go back to the last lap completed. You cannot come out of the pits if one-lap signal has been given. You will be black flagged if you do come out.
JUMPING ON STARTS AND RESTARTS - The leader or leaders will bring the field to a designated spot (pylon, white line, etc.) on the track at a moderate pace (nose to tail). When this spot is reached the leader or leaders must accelerate. The remainder of the field must do so also. Failing to obey restart rules will result in a two-position penalty for every jumped car. If you do not comply with the penalty, you will be black flagged and disqualified from that race. If leaders cannot start race properly they will be penalized two spots.
BLACK FLAG - If the Black flag is pointed at you, go to an official for consultation. If Black flag is waved at you, you are disqualified from that race.
FLAT TIRE - The tire change area is on the concrete apron located at the entrance to the track. For all divisions, you may change a flat tire within a 2-lap time period and restart on the rear, but we will not wait for anyone. This is applicable in A-Mains only. If you drive in an unsafe manner in the pits you will not be allowed back on the track.
FUEL STOP - When a fuel stop is called, stop at the designated area to add fuel. No other work will be allowed on the car except adjusting air pressure in tires. You will be disqualified if any other work is done. When refueling, only two persons (plus the driver) will be allowed. All fuel stops will be on the green flag.
LAPPED CARS - Hold their line in all races all the way around the track if you run high stay high if you are running low stay low.
SWITCHING CARS - If driver does not make the race in his/her own car, he can start the race in a qualified car but must start from the tail. During the race no switching of cars will be allowed. If you qualify more than one car, you automatically scratch your first time. You must inform one of the officials if you are switching cars. Failure to advise track officials of a car or driver change may result in forfeiture of all points and/or winnings for that night.
STOPPING ON TRACK - Any drivers stopping on the track to protest will be disqualified.
PASSING THE PACE CAR - Passing the pace car will result in a $50.00 fine.
WEIGH-IN - Under no circumstances will a driver drive by or stop at his/her trailer before weighing after any race. The amount of cars that will be weighed from each race will be announced at the drivers meeting. You must drive directly to the scales without stopping and line up for weighing. NO EXCEPTIONS. Failure to do so will disqualify you for the race.

The rules and/or regulations set forth herein do not express or imply warranty of safety, from publication of, or, compliance with these rules and/or regulations. They are intended as a guide for the conduct of the Wayne County Speedway events and are in no way a guarantee against injury to participants.
These rules and/or regulations will apply to all Wayne County Speedway racing events.
Designated officials of Wayne County Speedway have full authority over racing events. In the event of any on track dispute the Head Flagman’s decision will be final.
Decisions of Wayne County Speedway officials and promoters pertaining to the interpretation of rules that affect race procedures, and scoring of positions shall be final.
